I may go look at a car today, a 99 on craigslist #1439358273 it is in my price range. There are no pics so I maybe very disappointed. The car is in Olive Branch or Southaven.Seems like a nice day for a trip! He says "Black top has torn place, radiator fans don't work" How serious could the fans be ? Is this an easy fix? Has anyone experienced this?

Tops are often replaced. If the old one was vinyl, you can even get a nicer cloth one. Sounds like a good bargaining point. My guess is about ~800 to ~1000 if you pay someone to do it.
The fans may be a problem. THey're probably easy to fix (relay or fuse) BUT i'd be worried that perhaps the car has over-heated. If the drove it without fans, they may have cooked the engine. You won't be able to give it a proper drive test until the fans are fixed.
Another alternative for the top is to get a NB top from a wrecked car. Makes the swap very easy. A new top replacement isn't all that hard, just time consuming and intimidating.
hmm, runs ok but idle's a little rough and the fans don't work. i'd be a little skeptical of this one without ordering a full mechanical check out.
does the car have to be an automatic? i noticed all of the ones you link to are auto's. any particular year? here's a '93 in Nashville.
